Anarchy does not imply that there will be no rules; rather, it simply means no rulers. A well-informed anarchy is arguably the best and highest form of "government" -- an egalitarian self-rule where no one is better or has more power than anyone else.
As an idealist, I feel strongly that given an educated, well-informed choice (this implies that the long as well as short-term consequences of one's actions are apparent), people will choose the Good, regardless of laws.
A well-informed anarchy is aware of the good and bad that people do (even anonymously) and the general feeling becomes strongly one that is beneficial to society, to the children and people.
More laws tend to create dumber people -- legislation is the very antithesis of education -- people who just want to watch their TVs and who want to totally abdicate their responsibility like more laws, 'cause then they don't have to think so much.
